If you really look at his Base Running Runs Added (BRRA), the one that lists Kinsler, you might conclude that Kinsler benefited from the Rangers offense. It's not a completely useless stat but I'd give it less weight for measuring base running effectiveness than I would for using RBIs to measure offensive skill.
The wXB seems like it's a little better at measuring base running effectiveness IMO. You might also notice that Michael Young was the 3rd worst in baseball last season.

Baseball Prospectus had Kinsler pegged as the game's 5th-best base runner in 2012. So, no, he's no fluke on the base paths.
