Sorry, first sentence should have read:

It is my understanding there is no draft pick compensation if the employer of a free agent, in my example the Astros, is one of the teams with the ten worst records--and thus having the first ten draft picks.

I'm pretty sure your second round pick is forfeited if you're in the top 10.

1 I already told you what P1Stefen told you, and you aren't listening.
2 Fangraphs scenario had nothing to do with draft picks anyhow. You're reading something into the equation that simply doesn't exist. (The fact there are so few free agents with draft pick compensation in the new rules, negates the usefulness of Fangraphs' clunky "solution" to negotiating with one of those free agents.)
3 In addition, you're not following the application of the new rules at all.
....You are creating a whole scenario around Greinke, but (a) the Angels did not submit a QO to him, (b) he is not on the list of 8, (c) he wasn't even eligible, and (d) there is no draft pick compensation for Greinke to the Angels if they lose him, and there is no draft pick forfeited by another team that signs him, no matter what. You need to catch up on the new rules, as well as read the list of 8.
